The Buzău County School Inspectorate is committed to making the Open Educational Resources (OER) platform – isjbuzau.ro/red – accessible, in accordance with Government Emergency Ordinance no. 112/2018 on the accessibility of the websites and mobile applications of public sector bodies, which transposes Directive (EU) 2016/2102.
Compliance status
This platform is partially compliant with the European standard EN 301 549 (WCAG 2.1, level AA), due to the non-compliances listed below.
Non-accessible content
- Some documents uploaded in previous years (PDF, Word, PowerPoint) are not structured accessibly; some of them are scanned documents without recognised text.
- Some images in the resources do not have descriptive alternative text.
- Videos and presentations created by teachers may lack subtitles or transcripts.
- The educational resources are available in Romanian only; the English version translates the platform interface.
For this content, on request, we provide an accessible version (for example, editable text) within 30 days.
Available accessibility features
- Accessibility tools (button in the bottom-left corner): larger text, high contrast, readable font, highlighted links and headings;
- full keyboard navigation and a "Skip to content" link;
- three colour themes, all meeting AA contrast requirements;
- Romanian and English interface;
- layout adapted for phones and tablets.
Preparation of this statement
This statement was prepared on 3 November 2026, based on a self-assessment carried out by the Buzău County School Inspectorate. It is reviewed at least once a year and within 3 working days of identifying an accessibility issue.
Initial assessment
Fully fixing the non-compliances of the documents uploaded in previous years (over 1,200 files) would currently be a disproportionate burden. New documents are published in accessible formats wherever possible, while older documents are improved gradually and provided in an accessible format on request.
